Suppliers in scope must produce a PPN 006 compliant Carbon Reduction Plan (CRP) that publicly outlines their commitment to net zero by 2050 in the UK and actions to reduce emissions.

The PPN 006 CRP is also the foundation of the NHS Evergreen Sustainable Supplier Assessment Level 1 and underpins progression through the framework. Without a compliant CRP, suppliers risk becoming ineligible for future NHS tenders as requirements tighten.

What should a PPN 006 Carbon Reduction Plan contain?

The UK Government amended the Climate Change Act 2008 in 2019 by introducing a target of at least a 100% reduction in the net UK carbon account by 2050, the ‘net zero’ target. 

The Procurement Policy Note, PPN 006, sets out the requirements for suppliers’ net zero Carbon Reduction Plans in the procurement of major Government contracts.  This was extended to the NHS covering all new procurement from April 2024. 

To comply with the CRP requirements and align with the UK government’s PPN 006, the CRP must: 

  • Include a signed declaration confirming the supplier’s commitment to achieving net zero by 2050 (at the latest) or 2045 for NHS procurement (from 2027) 
  • Detail the supplier’s Greenhouse Gas emissions including Scope 1, 2 and the following 5 mandated Scope 3 categories:  
    • Category 4 – Upstream transportation and distribution 
    • Category 5 – Waste generated in operations 
    • Category 6 – Business travel 
    • Category 7 – Employee commuting 
    • Category 9 – Downstream transportation and distribution 

From April 2027 the NHS will require all scope 3 emissions 

  • Detail the environmental management measures and carbon reduction initiatives that can be applied in the delivery of the contract. 
  • Be approved by a senior leadership, clearly signposted on the supplier’s website and updated regularly – at least annually

How does the PPN006 carbon reduction plan support the NHS's Evergreen Sustainable Supplier Assessment?

A PPN 006 compliant Carbon Reduction Plan (CRP) is the essential starting point for suppliers engaging with the NHS through the Evergreen Sustainable Supplier Assessment.  The Evergreen Sustainable Supplier Assessment is the NHS’s framework for assessing suppliers across four sustainability maturity levels and for aligning suppliers with NHS net zero ambitions. 

At Level 1 maturity, suppliers must demonstrate a basic but credible commitment to sustainability – and the PPN 006 CRP provides the mandatory evidence needed to meet this requirement. 

The Evergreen Sustainable Supplier uses the same core data and reporting structure required under PPN 006, meaning your CRP becomes the foundation of your Level 1 submission.  To achieve Level 1, suppliers must publicly demonstrate that they are committed to net zero and are actively engaged in sustainability, including:  

  • Evidence of environmental measures already in place (such as carbon reduction initiatives). 
  • Public reporting of emissions, including the scope of the net zero target. 
  • A publicly available net zero commitment, with a target year of 2050 as a minimum, shifting to 2045 for NHS procurement from 2027. 

A compliant Carbon Reduction Plan meets all these expectations by presenting your Scope 1, Scope 2 and relevant Scope 3 emissions, your actions to reduce them and your organisation’s net zero commitment in the required standard format. 

Without a compliant CRP, a supplier cannot meet Level 1 and therefore cannot progress through the Evergreen maturity levels.
