PPN 006 replaces PPN 06/21 as part of updates under the Procurement Act 2023. These rules apply to all public procurement processes starting on or after 24 February 2025, and to all new NHS procurement from April 2024.

Carbon neutral is a condition in which, during a specified period of time, a carbon footprint has been reduced as a result of greenhouse gas (GHG) emission reductions or GHG removal enhancements and, if greater than zero, is then counterbalanced by offsetting.
Net zero GHG emissions is defined and assessed for organisations as the condition in which emissions have been reduced such that only residual emissions remain, and offsetting is restricted to removal credits only. A PPN 006 compliant carbon reduction plan requires a commitment to net zero emissions.
Carbon neutrality and net zero GHG emissions are related concepts. At a global scale, these terms are defined by the Intergovernmental Panel on Climate Change (IPCC) as being equivalent, both referring to the condition in which GHG emissions are balanced by GHG removals over a specified period. This condition is referred to as “global net zero GHG emissions”.
Offsetting is counterbalancing of a carbon footprint by retiring a carbon credit. Purchasing certified carbon credits fund climate protection projects that reduce greenhouse gas emissions.
A carbon credit is a greenhouse gas credit tradeable certificate representing one tonne of carbon dioxide equivalent from GHG emission reductions or GHG removal enhancements.
